The White House announced on October 26, 2025, that the United States has finalized reciprocal trade agreements with Malaysia, Vietnam, Cambodia, and Thailand, marking a significant step in expanding market access for U.S. exporters across Southeast Asia.

Under these new pacts, each partner nation will eliminate or reduce tariffs on U.S. agricultural and industrial products, providing non-discriminatory and preferential market access to American goods. The agreements also include provisions to address non-tariff barriers, further strengthening U.S. competitiveness in the region.


🇲🇾 U.S.–Malaysia Reciprocal Trade Agreement

President Donald Trump and Malaysia’s Prime Minister Anwar Ibrahim reached the U.S.–Malaysia deal during the President’s visit to Kuala Lumpur.

While Malaysia’s existing 19% IEEPA reciprocal tariff remains in place, the agreement specifies that certain products identified in Annex III of the September 5 Executive Order, Potential Tariff Adjustments for Aligned Partners, may qualify for a 0% reciprocal tariff rate.

According to analysis from Sandler, Travis & Rosenberg, P.A., the deal opens Malaysia’s market to a wide range of U.S. agricultural and industrial exports and removes barriers that previously limited American participation in key industries.


🇻🇳 U.S.–Vietnam Reciprocal Trade Agreement

The U.S. and Vietnam have also finalized an agreement maintaining the 20% reciprocal tariff on Vietnamese imports, as established under Executive Order 14257.

The new arrangement identifies select goods eligible for 0% tariffs under Annex III of Executive Order 14346. In exchange, Vietnam will eliminate tariffs and non-tariff barriers on U.S. agricultural and industrial goods, improving transparency and trade efficiency.


🇰🇭 U.S.–Cambodia Reciprocal Trade Agreement

The agreement with Cambodia represents a landmark step in bilateral trade. Cambodia has agreed to eliminate all tariffs on U.S. goods, ensuring duty-free access for American food, agricultural, and industrial exports.

The U.S. will maintain a 19% reciprocal tariff on Cambodian goods, while certain items will qualify for a 0% tariff as defined in Annex III of the September 5 Executive Order. 🇹🇭 Framework Agreement with Thailand

A framework for a reciprocal trade agreement has been established with Thailand. Once finalized, Thailand will eliminate tariffs on approximately 99% of U.S. goods, including agricultural and industrial products.

The U.S. will maintain the existing 19% reciprocal tariff on Thai imports while allowing for select tariff-free products under Annex III.

The new reciprocal trade agreements align with the administration’s broader effort to expand U.S. export opportunities while ensuring fair and balanced trade relationships.
